The four-member Board of Directors of the San Elijo Joint Powers Authority includes two members from the City of Encinitas City Council, and two from the City of Solana Beach City Council. The Board Members are appointed by their city annually and there are no term limits to this appointment.

San Elijo Joint Powers Authority
The San Elijo Water Campus is a publicly owned wastewater treatment and water recycling facility responsible for collecting, treating and safely disposing of, or recycling wastewater and its residuals for residents and businesses in the Solana Beach, Rancho Santa Fe, Olivenhain and Cardiff communities. The plant is located in the Cardiff area, within the City of Encinitas, off Manchester Avenue.
