NPU J includes the neighborhoods of Center Hill, Dixie Hills, Grove Park, Harvel Homes, Penelope Neighbors, and West Lake. NPU J meets on the fourth Tuesday of the month at 7 p.m.

NPUs are official, volunteer-managed organizations that provide input to the City of Atlanta on public safety, permits, land use, planning (including variances & zoning), liquor licenses, and special events & festivals, among other neighborhood matters. There are 25 NPUs across the city. They were created by Atlanta Mayor Maynard Jackson in 1974 to elevate resident voices. NPUs typically meet once a month to conduct business.
