First order of business - Presentation for General Ordinance No. 02-2025 regarding the 2026 Budget Ordinance
as described in Board Memo BP2025-07-01.

An Ordinance appropriating monies to defray the expenses of the Indianapolis Airport Authority, Marion County, Indiana, for the calendar year of 2026, including all outstanding claims and obligations, and fixing a time when the same shall take effect.

Prior to Ordinances, Resolutions, and Public Hearings roll call and approval of minutes of the IAA Board Meeting of June 20, 2025 were completed.

The Indianapolis City-County Council (Council) requires the Board to adopt the 2026 Budget Ordinance by August 31, 2025.

The following are the Council dates: 2026 Budget introduction at Council Meeting on 9/8/25, presented to the Municipal Corporations Committee of the Council (Committee) on 9/11 (or possibly the 17th), 2025; reviewed by the
Committee on 10/1/25; Council adoption of the budget on 10/6/25.

This is a presentation and not a public hearing. There will be no vote today.

The public hearing followed but there were no comments or questions. It was closed as quickly as it was opened.

Tamika Catchings was praised for her mural downtown that honors her career and her social impact in Indy.

BP2025-07-02 Consider for approval the award of the contract to Otis Elevator Company for the operation and maintenance of the IAA’s Conveyance System with a bid amount not to exceed $7,753,137.60 for three years of service. Otis Elevator was
the lowest responsive and responsible bidder.

Passes unanimously.

BP2025-07-03 Action 1: Consider for approval Amendment No. 2, with Woolpert, Inc. for Construct Airfield Maintenance Building at Indianapolis Regional Airport in an amount not-to-exceed $40,910.50 (fees).

Action 2: Consider for approval Amendment No. 1, with Woolpert, Inc., for Construct Airfield Maintenance Building at Eagle Creek Airpark in an amount not to exceed $39,715.00 (fees).

Action 3: Consider for approval Amendment No. 1, with Woolpert, Inc., for Construct Airfield Maintenance Building at Indianapolis Metropolitan Airport in an amount not to exceed $38,637.00 (fees).

All three actions will be voted on together following a unanimous board approval.

BP2025-07-03 and all 3 actions passed the board unanimously.

BP2025-07-04 Consider for approval Amendment No. 1 with Woolpert, Inc. for Buildings 611 thru 615 QTA Facilities - HVAC, Parking Lots, and Water System at the Indianapolis International Airport in an amount not-to-exceed $25,500.00. Moved, seconded, and passed unanimously without any questions.

BP2025-07-05 Consider for approval the Settlement Agreement for Package 1 – Reconstruction of Runway 5R-23L and Taxiway D at Indianapolis International Airport between
Walsh Construction LLC, CCAP, LLC, and the IAA in the amount of $2,100,000.00.

Motioned, seconded, no discussion, one recusal, and board approval.

The IAA Staff has nearly a 3rd of its employees reaching retirement age. The Summer 2025 Intern Class of 17 aspiring IAA employees is a direct pipeline into staff development. Mario Rodriguez, Executive Director, is proud to have those students stand and be recognized.
