NOTE: Before the Committee of the Whole meeting begins, Cuyahoga County is set to have a Special Meeting beginning at 12:45 p.m. This Documenters assignment begins with that meeting. Council is set to consider one piece of legislation for final passage, and then move into the Committee of the Whole meeting, which will also include a public hearing about proposed changes to the county’s use and sale taxes (a second public hearing is set for Aug 1). The Committee of the Whole is expected to begin at 1 p.m.

In Committee of the Whole meetings, the full Cuyahoga County Council operates as a committee, with the president and vice-president of council serving as the president and vice-president of the committee, respectively. The president may refer any matters to the Committee of the Whole in the same way that matters are referred to other committees. The Committee of the Whole discusses legislation, potentially teeing it up for final consideration at a later meeting.

Cuyahoga County Council
The Cuyahoga County Council is the legislative body of Cuyahoga County government, made up of 11 elected representatives from across the county. All council meetings are open to the public and take place on the 2nd and 4th Tuesday of each month at 5 p.m. The council makes policy decisions for the effective functioning of county government, and is a link between government agencies and citizens. It has legislative and taxing authority for the county, and is a co-equal branch of the county government with the executive branch. This form of government for Cuyahoga County was established in January 2011, replacing the three-member Board of County Commissioners, when the charter form of government adopted by voters went into effect.
