Council accepted four bids for the water main replacement project and forwarded them to the administration to vet and select a preferred contractor. The sale of two property packages for community development were approved, and two others were tabled until the next meeting.

Motions to approve the minutes of previous meetings. The motions are passed.
The mayor may appear later, but is currently dealing with a personal matter.

Meeting is opened for public commentary on the agenda items.
Joyce Sims talks about two lots for sale on the agenda. She simply wants it approved.
Moving on to the agenda items, bids are approved for opening on the 2024 Water Main & Service Line Replacement Project.
First bid is opened. I was typing and missed who it’s from. They are Phase 1: $11,574,887.90, Phase 2: $515,653.60, Phase 3: $1,132,288.85, Phase 4: 4,241500.80, Total: $17,464,331.15
2nd bid from LGC Global Inc. Phase 1: $10,689,656; Phase 2: $470,501; Phase 3: $1,018,438; Phase 4: $4,018,631; Total: $16,197,226
3rd bid from Bricco Excavating Co. Phase 1: $10,812,205; Phase 2: $372,450; Phase 3: $845,226; Phase 4: $3,579,135; Total: $15,609,016
4th and last bid from Murphy Pipeline Contractors. Phase 1: $19,844,010.91; Phase 2: $531,602.63; Phase 3: $1,418,122.78; Phase 4: $7,431,502.86; Total $29,225,239.18
Motion is made to refer the bids to administration and close the bidding.
There is discussion about what sections of Highland Park is covered by the lead pipe replacement project. Most of District 3 is not part of this. Mr. Garrett explains that District 3 will be addressed in 2027.
Ash-Shafii then makes a motion to deny the resolution to sell the vacant commercial lot.
The motion is seconded, then the support is withdrawn.
Ash-Shafii makes a motion to table the resolution until the next meeting. It passes with Council President Thomas voting no.
Resolution c, for three vacant residential lots, is moved to table until next meeting. Thomas again votes no, but the motion passes.
Thomas allows for three minutes for public statements on non-agenda items.
Robert Lodge has comments to make. According to him, a previous meeting had many residents asking questions and were told they had bad information about the pipe replacement project.
Charlene Turner-Johnson speaks next. She presents flyers for a free tutoring program.
Patrick Franklin is pastor of the church that wanted to buy the vacant commercial lot that the sale of was tabled. He states what they wanted and hopes for the resolution to be passed.
Pastor James Cook says that his church is between the lots and hopes for the resolution to be passed.
I’m not sure about which church, since the two-lot resolution passed.
After some argument, Thomas calls for ending the meeting at 8:11pm.

Highland Park City Council
Pursuant to the Highland Park Charter, Chapters 5 and 6, the City Council of Highland Park is comprised of 5 members; 2 at-large and one from each council district. The council exercises all of the legislative powers of the city, except as otherwise stated by law, and provides for the public’s peace and health, and for the safety of persons and property.
The council meets in regular session in the established Council Chamber on the 1st and 3rd Monday of each month.
